The problem is … you cannot say with any certainty that the oil prices are not being manipulated (especially when you consider the spike is the result of commodity investment flows) when the market is opaque and not requlated anymore.
Now Congress closed the Enron loophole on March 14, but in 2006 the Bush Administration allowed unregulated foreign exchanges to trade energy commodities right here in the US, and we have no way of determining if prices are being manipulated over those exchanges (noteable ICE from London, but a new one from Dubai opens here soon).
If there are no cops on the beat, you can’t tell if crimes are happening, but chances are they are happening.
The reason the commodities market was established was to make sure supliers had an effecient market to distribute their goods. Eliminating oversight like simple audit trails opened the markets to speculation scams. References :

Besides if we drill ANWR we would not benefit, the oil (Alaska sweet crude) goes to Asia, we only have one small refinery in the us that can refine it References :
