Besides there being a 16 year wait on off shore oil rigs, and oil prices would go down pennies per barrel. The oil companies don't want to put the cost into offshore oil drilling when direct drilling is a third of the price. They want to get back to drilling in Iraq and have recently negotiated going back in.
